Non-binding expression of interest — platform walkthrough

Thank you for your time. This document does two things: it explains what the LabourCore platform is, and it records that you would like to see a walkthrough of it. It binds neither party.

WHAT LABOURCORE IS

LabourCore is a technology platform for critical infrastructure and data-centre delivery. Owners and main contractors publish packages of works on it. Specialist contractors see the packages that match the criteria they have declared and decide for themselves whether to respond. The issuing party evaluates responses and awards the subcontract directly.

Once work is under way, the platform holds the delivery record in one place: documents and their expiry dates, site inductions, attendance events, and a cryptographic hash of each document so it can later be shown to be unaltered. That record stays with the contractor across schemes and clients instead of being rebuilt for every site. It supports the duties each party already holds under its own contracts and applicable law; it does not confer them, and it is no substitute for a party's own assurance work.

LabourCore is not a party to any contract on a scheme, holds no funds at any point, and has no role in engaging, directing or paying any individual working on site.

WHAT IS ENVISAGED

WHY WE ARE WRITING TO A DESIGN CONSULTANT

What is specified at design stage and what is evidenced at delivery are frequently held in different systems, on different timescales, by different parties. We are interested in your view of where that gap causes you the most difficulty, and whether a continuous delivery record would close any part of it. We would value your criticism as much as your interest.

WHAT WE ARE ASKING FOR

A walkthrough of the platform, at a time that suits you, and your candid reaction to it.

During the walkthrough we will ask whether you would like to enter the onboarding process for the early-bird period. This runs from October to December 2026, during which live projects run on the platform at no charge. The live platform launches in 2027, from which point platform access fees apply, on terms agreed separately in writing.

Entering onboarding is a separate decision, taken after the walkthrough. Nothing in this document commits you to it.

WHAT THIS DOCUMENT IS NOT

COMMERCIAL TERMS

Commercial terms are not addressed in this document. Use of the platform during the early-bird period is at no charge. Any arrangement from 2027 would be for access to and use of the LabourCore platform, as a platform access and service fee, to be agreed separately in writing. There is no fee for individual operatives at any time, and operatives are never charged for access.

WHAT SIGNATURE MEANS

Signature records two things only: interest in a walkthrough of the platform, and that LabourCore may make contact to arrange one. It records nothing else. It does not open an account, begin onboarding or any other process, and it is not a condition of providing any operational information about your company or your schemes.
